The state of the UK road network is not an opinion. It is a data problem. And the data, collected annually by the Asphalt Industry Alliance (AIA) ALARM Survey, consistently tells the same story: the road repair backlog is growing, funding is insufficient to match the rate of deterioration, and the approach that has been used to manage the problem for decades is not working. Here are the numbers that should inform every road maintenance decision in the UK in 2025.
The backlog £16.81 billion — the total cost to clear the current UK road repair backlog. This figure represents the accumulated cost of deferred maintenance: roads that should have been treated at earlier, cheaper stages of deterioration but were not, and have now progressed to a point where the cost of intervention is significantly higher. To put this in context: the UK’s total annual road maintenance budget across all local authorities is a fraction of this figure. At current spending levels, the backlog cannot be cleared. It can only grow. 93 years — the average frequency at which UK roads would be resurfaced at current spending levels. A road surface that is designed to last thirty to forty years before resurfacing, being maintained on a ninety-three year cycle, is a road surface that is being allowed to fail between maintenance intervals.
The cost of failure £34.3 million — compensation paid by UK local authorities for pothole-related damage in 2024/25. This represents a 32% increase on the previous year. It includes vehicle damage claims, personal injury claims, and legal costs associated with pothole incidents. This figure understates the true cost. It captures only successful claims — it does not account for claims that were denied, incidents that were not reported, vehicle damage that drivers absorbed without claiming, or the broader economic cost of vehicle damage, road closures, and traffic disruption associated with road deterioration. 40% — the premium that emergency reactive repairs cost over planned preventative maintenance. When a road fails and requires emergency intervention, the mobilisation cost, the urgency premium, and the typically worse repair quality all compound. A programme that is perpetually reactive pays this premium on every repair.
What a preventative programme changes
£7 vs £35 — the cost per repair using spray injection patching versus traditional methods. For the same road defect, at the same location, the choice of repair method produces a five-fold cost difference. Applied across a network of thousands of active defect sites, this difference is what separates a maintenance programme that is financially sustainable from one that consumes its budget in the first quarter. 12 months vs 3 months — the repair lifespan comparison for spray injection patching versus traditional cold-lay repairs. A repair that holds for twelve months does not appear in the reactive maintenance schedule for another year. A repair that fails in three months appears three to four times per year. 75% less carbon — the reduction in annualised carbon emissions per square metre from spray injection patching versus manual labour methods (East Ireland trial, 2024). At a time when local authorities face increasing pressure to report and reduce their operational carbon footprint, the choice of road repair method is a sustainability decision.
Why the numbers don’t automatically change behaviour The data above is not new. Versions of it have appeared in ALARM Survey reports, Transport Select Committee hearings, and Local Government Association submissions for years. The backlog has been acknowledged. The cost of reactive repair has been quantified. The premium on emergency mobilisation is well understood. And yet the majority of UK road maintenance programmes remain predominantly reactive. The reason is not ignorance of the data. It is a structural problem in how road maintenance budgets are allocated and how success is measured. A budget that is allocated for pothole repair must be spent on pothole repair. A maintenance manager who fixes fewer potholes this year because the team has been doing preventative work on sections that haven’t failed yet is difficult to evaluate against a standard that counts reactive repairs. Progressive councils — Cork County Council, Argyll and Bute Council, Tipperary County Council — have broken this cycle by measuring differently: cost per kilometre maintained, repair failure rate, and year-on-year maintenance cost trajectory. The numbers improve as the programme matures. But someone has to be willing to measure them, and to wait for the improvement.
